the helium filled drives require less power.

Less air resistance (drag). Helium is lighter so turbulence incurs less
force to move (less mass for the turbulence). As I recall, helium
drives consume 23% less power, and they run about 4-5 C degrees cooler.
Unlike other drives that can breathe, helium drives must be sealed which
makes them submersible for liquid cooling so they're definitely not
affected by high humidity. Since they are sealed (cannot breathe),
wonder how their operating range is affected by pressure.

Well, common folks can now get pretty cheap RAID boxes and fill them
with 3TB or 4TB drives that cost less per TB than the 8TB and larger
models.

No, you don't.

100PB = 10k of the 10TB drives.

10k drives is a very small percentage of those drives produced.

with 3TB or 4TB drives that cost less per TB than the 8TB and larger

More drives means more power consumption. When power consumption is
taken into account, the larger drives may work out cheaper over their
lifetime.

No, you don't.

100PB = 10k of the 10TB drives.

10k drives is a very small percentage of those drives produced.

Plus I would assume that the NSA is using 100X of the amount of drives
that Backblaze is using.
