Hard drive speed issues by

Hi,
I have a Seagate 7200 SATA 250 GB Hard drive. It is almost two years
old. The problem I am facing is that sometimes the hard drive gives me
really slow reading and writing speed. The extreme case was when it
was giving me less than 1MB/S (Megabyte per sec) writing speed but
that was only once....

ive just built another pc to mess around with and i have 2 old video cards
lying around.
ones a geforce 4 mmx 128mb and the other is an radeon 9600se 128mb.
it will be going into an older pc.
athlon 1000 with 640mb ram.
any recommendations which is the better card to use.
