Using Ulead DVD Video Creator, how can I burn a DVD so the viewer can fast forward and rewind? Not just going ahead in chapters, but literally speeding up or slowing down playback?

Since the PCA (program callibration area) is nearest the start of the cdr disc (Next to the center), is it used as the sole method of deciding if a disc is blank? As the PCA is used the first time a disc is written and therefore there is no point checking further on into the disc's data?
