Is E6400 (2.13GHz) Slower Than P4 2.8GHz In Gaming? by

I'm building a new system based on the Bad Axe and the Core 2 Duo E6400
(2.13GHz) and my current system has a P4 2.8GHz.
Someone told me that if the two PCs use the same graphic card, games will
run slower on my new system because (1) games ignore the 2nd core and (2)

From what I can tell, the Intel Chipset Software Installation Utility
version 6.3.0.1007 is the last version to include any support for
Windows 98.
There doesn't seem to be any other version between that one and
version 7.x.x.
