AMD vs Intel - Ghz & performance question by

This may seem like a stupid question, but please humor me.
I currently have a rig with a P4 2.8Ghz cpu.
I'm thinking of getting a new machine and relegating my current one to
secondary duties and am looking at AMD instead of Intel.
I got my Intel cpu about 2 years ago, and the newer AMD CPUs...

Gates (HKMG), yet it uses 15-30% less power. Of course AMD does use SOI,
