comp freezes 4 second and then runs 4 seconds.. then repeats by

When I turn my computer on it takes awhile for it to boot up, it
should not though because i have a 2.2 ghz processor and 512mb of ram
and 40GB hardrive. My main problem is that when it turns of fully, It
