Freezing in windows with new card by

Just installed (or tried to), a PNY Verto GeForce 4 Ti4200 64 MB card
into my system
(Athlon 1100, 128 MB Ram, MS6340 Motherboard, SB Live 5.1, Win ME),
and i'm getting odd crashes.
It freezes every time I try and access the nVidia tab on the
Display/Settings/Advanced tab of Control Panel,...

Most cards I see seems to list v1 speccs (350MHz core/ram), but often the
pictures of the card cleary show v2 cards (cleaner design, less circuits).

My Ti4200 128m GPU stays at 41c whether I'm staring at my desktop or playing
F1 2002 for an hour.
I guess the GPU is always running full blast. Hmmm...where else can I put
