P4 core voltage question by

When moving above a 2.0 Ghz the process changes from .18 to .13 micron and
the core voltage goes from 1.75 to 1.5. My Asus P4B MB says it can use up
to 2.6 Ghz yet it also says it uses 1.75 v. Does the cpu itself reduce this
voltage to the 1.5 it needs?

I installed Samsung four DDR2-1GB on an ASUS P5AD2 Premium, and
upgraded the firmware from version 1009 to 1010.
The BIOS screen shows only 3328MB, not 4096MB or something around 4000MB.
