des the celeron D 2.4 runs hotter than a AMD

Hi, I'm looking for the following Intel PIII Processor 1000 MHz 100 MHz Bus Speed 495pin SECC2 256 KB sSpec# SL4KL

When moving above a 2.0 Ghz the process changes from .18 to .13 micron and the core voltage goes from 1.75 to 1.5. My Asus P4B MB says it can use up to 2.6 Ghz yet it also says it uses 1.75 v. Does the cpu itself reduce this voltage to the 1.5 it needs?
