On a USB external hard drive that is "hot swappable" in Windows XP, I know to
click the icon for "safe removal" first, but then can the unit simply be turned
off, or does the USB plug have to physically be removed from the PC's USB port?

Hard Drive #1 has the Windows XP operating system on it.
Hard Drive #2 has some applications on it.

Today I received a 80GB 180GXP, replacement of my old broken 120GXP, but it
does have a sticker on it saying "SERVICABLE USED PART".
Does this mean that this is a previously broken drive which they fixed? And
